Colorful 1950's Vintage Japanese Print -Fantasy Octopus Hot Air Balloon

I have always loved the images and colors of 1950's vintage Japanese paper items including Menko cards, manga, paperdolls, masks, decal transfers and other items such as this. I really have no idea what it was used for....a label? The only thing these prints have in common is the smaller section at the top that is printed upside down in relation to the main area of the print.
Whatever it is, the size is  5 inches (12.5 cm) wide and 10 and 5/8 inches ( 27 cm) tall. The paper is very light weight so that the  images show through on the back to some extent.
The colors on this print are typical 1950's vibrant red, turquoise, lime green and pink. I do not know what the Japanese characters say. The image shows a hot air balloon with an octopus as the balloon and two children and a rabbit in the basket. Two puffy fish are on the reversed smaller part of the print. The octopus with the headband seems to be a recurring Japanese character...I have seen him on tin whistles and other paper items.
Condition is excellent and unused with no obvious age related issues. Made in Japan.
